A meeting of the Parish Council was held in the Village Hall on Monday 16th October 2006 at 8pm.

Present Mrs Handley, Mrs Clemmow, Mr Ellis, Miss Sach, Mr Bane, Mr Tebbit, Ms Hayes, Mr White, and, in the Chair, Mr Dalton. D.Cl. Mrs Heazell and C.Cl. Kindersley were also present
Minutes of the meeting held on 11th September 2006 were agreed and signed after one correction. 175 Bus service changed to 75 service.
Matters arising from the Minutes
Mrs Handley reported that this has now started and the first users had been transported the previous week. Members of the Council wished to congratulate all involved in the setting up of this scheme.1 Footpath 13. Ivett's Lane. BT pole still there.
2 Nixon's Hall Tablet. Agreed to research alternatives. Clerk to enquire if John McGill of Toft would be interested in producing a plaque and Ms Hayes would ask about a resin process.

4. CALC New Constitution. The Chairman and Mr White had read the proposed changes. The Chairman had written objecting strongly to the suggestion that non-quality-status councils should be compulsorily merged with quality-status councils, pointing out that the lack of a quality certificate did not mean that the council concerned was inefficient. Apart from this, the constitution was acceptable.
5. Hedge cutting. Agreed the clerk write to Mr Banks, Mr Macnally, Mr Porter and SCDC drawing their attention to the need for hedges on their property to be cut.
6. Circulation of weekly SCDC files. Only two members of council admitted to reading these files.
7. Affordable Housing. A very full discussion took place. The Chairman outlined matters which were discussed at a recent Housing Committee meeting. The Highways department had agreed that all three sites mentioned were equally acceptable to them, provided that appropriate visibility splays were planned for each. Mr Ellis had a preference for Low Close, Harlton Road. Finally agreed that the Housing Committee go back to SCDC to ask the Development Officer, Denise Lewis, for advice on approaching one or more Housing Associations about the potential of all three sites. Only one of the two Little Eversden sites would be chosen for development.
8. SCDC Council Audit. The Chairman had decided not to attend the meeting but had written an appreciative report instead.
9 Eversden Car Scheme
10 Speeding: Notice received of a meeting arranged for Parish Council representatives to meet officers of South Highways to discuss the principles underlying their decisions and the possible need for change. The meeting would take place at Wimpole Village Hall at 7pm on Thursday 2nd November. The Chairman, and Mr Tebbit agreed to attend. Mr Custerson would also be invited. Subsequently Mrs Handley agreed to replace the Chairman.
11 Tennis Club Letter received from Recreation Field Secretary asking for approval for application for planning permission to construct two tennis courts on the Recreation Field. No objections raised.

13. Recreation Ground Insurance changes The insurance company have been written to , asking them to substantiate their view that the Recreation Ground can no longer be insured under the Parish Council policy, but must be insured separately. Their reply is awaited.
14. Planning
The Homestead, Gt. Eversden. Resiting of replacement shed. Approved by PC
1 Comberton Road. Reduced Dormer extension approved by SCDC
15 Cl. Kindersley advised members to study the development plan for Travellers and the Waste and Minerals Plan. He warned that severe budget cuts were again to be expected, once again. Concern was expressed about the closure of A&E at Hinchingbrooke Hospital. He also reported that the Inspector had set the target population at Northstowe at 10,000 rather than the 8,000 preferred.
16. Cl. Mrs Heazell also warned of the difficulties the projected cuts were causing at SCDC and mentioned that the Cabinet is having difficulty in recruiting and retaining high quality staff. Free Bus passes for pensioners appeared to be in short supply at local Post Offices, but were still available at SCDC offices at Cambourne.
For information Mr Jack McCollum explained that he is in correspondence with the Agent Recruitment Team of the Post Office. He would like to be able to develop a Post Office in the Eversdens associated with some affordable housing. The Council will be interested in developments and wish to be kept informed.
