A meeting of the Parish Council was held in the Village Hall on Monday 27th
November 2006 at 8pm.

Present Mrs Handley, Mrs Clemmow, Mr Ellis, Miss Sach, Mr Tebbit,
Mr White, and, in the Chair, Mr Dalton. D.Cl. Mrs Heazell and C.Cl.
Kindersley were also present
Minutes of the meeting held on 16th October 2006 were agreed and signed after
amendment of item 16 to read '…SCDC and mentioned that the Council might have
difficulty…' not …the Cabinet is having difficulty…'.
Matters arising from the Minutes
1 Footpath 13. Ivett's Lane. BT pole still there.
2 Nixon's Hall Tablet. The suggestion of using a resin process to produce a new
tablet was found to be too costly. The matter is being further researched.
3 Land Registration of Parish Property Nothing further to report
4. Hedge cutting Hedges had been trimmed back by various owners.
However, one complaint had been received from Wheelers Way and the Chairman
agreed to discuss the matter with people concerned.
5. Footpath 25 Due to a change of use, i.e. grazing instead of arable,
fencing was needed. A return to the established line and new gate
were required. This was not satisfactory and the County Council sought the
opinion of the Parish Council on the merits of a number of suggested alternative
routes. It was agreed that Proposed Alternative Route 4. (A E I J C on the map)
was most acceptable. Carried unanimously.
6. The Hoops, Great Eversden Mr Simon Rosen had suggested to the Chairman
that the residents of the villages might consider buying the Hoops as a
co-operative. He outlined his proposals. Mr Ellis spoke of his
experience in trying to achieve that same object some years ago without success.
In fact he suggested that it might be easier to build a new pub, and said he
would be willing to donate a site for it. After discussion it was agreed that Mr
Rosen keep the momentum going and report progress from time to time.
7. Speeding. Mrs Handley and Mr Tebbit had attended a very useful meeting
at Wimpole Village Hall arranged by Cl. Kindersley. Minutes had been circulated
to all members, as well as a copy of a renewed application for a reduction of
the speed limit from 40mph to 30mph and an extension of the limit to Fox Corner,
Gt. Eversden. Disappointment at the removal of the speed camera on the
A603 was also expressed.
Cl. Kindersley mention that 33 other parishes had also submitted concerns. He
undertook to let us know when the formal review process would begin and tell us
what to do to be included.
He also reported on the new access road to Addenbrokes, the Trumpington Meadows
Housing development of 12,000 houses, the start of the guided bus project and
the Papworth by-pass.
He also reported that the pressures on the Budget would be even greater this
year and would fall particularly on the social services.
8. Affordable Housing . The Chairman reported that the Housing Committee had had
a meeting at SCDC and discussed the proposed sites available with the Senior
Development Officer. Another meeting was arranged for Thursday 30th November to
discuss ideas with the Senior Planning Officer as the next stage in formulating
plans acceptable to SCDC.
9 Code of Conduct proposed training course in 2007. Details could be
obtained from the Chairman.
10 Finance:
Recreation Ground Insurance changes. Nothing further to report.
Request for Village Hall improvements. Mr White outlined the work they
were planning and that they were applying for grants from various sources. Cl.
Mrs Heazell mentioned they should apply to SCDC also. It was agreed that
the PC should precept for the sum of £3000 to contribute to the outlay.
Precept The proposed precept for the year 2007-2008 was tabled. and it was
considered that the sum of £5,000 would be a realistic figure. However it
was agreed that members should read this document carefully and discuss it again
at the next meeting.

11 Planning
Mr Wood. Hay barn appeal allowed with some conditions attached
31 Harlton Road Extension Granted by SCDC
Redwood, 1A Wheelers Way Extension No Comment by PC
24 Lowfields Lt Eversden. Approved by SCDC
8 High Street, Lt Eversden. Appeal to replace bungalow with 2 houses refused.
12. Correspondence. In circulation.
Cl. Mrs Heazell spoke about the proposed new development at Trumpington Meadows
which is presently partly within Haslingfield Parish. There is a question
whether this should form part of a new parish or be administered from
Haslingfield.
She also reported that electoral reorganisation would mean that the next local
elections would be not be held in 2007 but deferred to 2008.
